City of Davis Affordable Home Ownership Program

This program provides income and asset qualified households, the opportunity to purchase a home in Davis at below-market prices. Please note that the program does not offer loan or down-payment assistance. Buyers must be able to secure a mortgage, meet any lender down-payment requirements, and afford the monthly payments. You may work with any lender of your choice. This program supports families seeking the stability that home ownership provides.

Davis currently has several affordable ownership communities, and more units are added as new development occurs. While these homes are owned and lived in by individual households, the City is responsible for matching qualified buyers with available units when an owner decides to sell.


Program Eligibility 

To qualify for this equal opportunity program, a household’s gross annual income must fall within the low- to moderate-income limits for Yolo County and may not exceed 120% of the Area Median Income (AMI). Income calculations include wages and salaries (including bonuses), public assistance, benefits and pensions, child support, and cash income.

Buyers must also demonstrate that monthly housing costs for the affordable unit— including mortgage principal and interest, taxes, insurance, assessments, and homeowner fees—do not exceed thirty-five (35) percent of gross monthly income, adjusted for household size (Davis Municipal Code Section 18.05.020).

Current Asset Limits 

In addition, gifts, stocks/bonds, equity in property, retirement accounts, life insurance, lump sums, and deeds are considered assets. Households with assets that exceed $250,000 are automatically disqualified from affordable housing ownership.

Deed Restrictions 

To keep these homes affordable for future buyers, the City applies deed restrictions to each property. Key requirements include:

  • All owners must live in the home as their primary residence.
  • The maximum resale price is limited to a 3.75% annual appreciation rate, compounded from the original purchase date. Southfield Park is the sole exception, with a 5.5% annual appreciation cap.
  • When an owner decides to sell, the resale process is managed through a City program that matches affordable units with eligible buyers. A fee equal to 1% of the sales price is required at closing to cover program administration costs.
