The Water Division operates and maintains the water production, transmission and distribution infrastructure to deliver clean, reliable, potable water for indoor use and non-potable water for irrigation purposes. This division is responsible for operating the City’s nine wells and coordinating deliveries of surface water from the Regional Water Treatment Plant in Woodland, maintaining 194 miles of distribution and transmission mains, operating three water storage tanks totaling 8.2 million gallons,
performing water meter reads and maintenance and operating and maintaining the irrigation well for The Cannery development.

The Wastewater Division operates and maintains the City’s sanitary sewer system in accordance with federal, state and local regulations to protect public health and ensure the safe, efficient,  reliable, economical and environmentally sound collection, treatment and disposal of the City’s wastewater in order to support the residential, commercial and industrial activities of the community. This includes the operation and maintenance of the collection system, treatment plant, restoration wetlands and the collection and treatment of the wastewater generated in the service areas of El Macero, North Davis Meadows, Davis CreekMobile Home Park and the Teichert Construction Complex.

The Stormwater Division operates nine stormwater pumping stations and 10 bike tunnel flood prevention pumps, including the El Macero Maintenance District Stormwater Pump Station. It maintains 127 miles of pipe, 3,100 drain inlet, 16 miles of channels, and seven detention basins and follows federal, state and local regulations to ensure stormwater quality and protect wildlife.

The City's Solid Waste Program provides contract administration for garbage, yard refuse, recycling and street sweeping services and solid waste program management and outreach to the community. The program serves businesses, multi-family properties and single-family customers in Davis’ 10.5 square mile service area and includes the collection of organics, recycling and trash.

The collection of solid waste is carefully regulated by the State for human and environmental health and safety purposes. Managing waste is necessary in order to ensure healthy communities and the process to manage waste has changed drastically over the past 30 years by viewing waste as a resource rather than just trash.

The City’s Streets Division maintains and operates the City’s road infrastructure for the safe and efficient use by pedestrians, bicyclists, motorists and public transit users. Davis’ infrastructure consists of 165 miles of streets, 275 miles of sidewalks, 54 miles of on-street bike lanes, 55 miles of separate mixed-use paths, 29 grade-separated, bicycle/pedestrian crossings, 67 traffic signals, over 4,500 street and path lights, over 200 lane miles of striping and pavement markings and over 20,000 signs.

This division is comprised of two units: the Streets Crew and the Electrician Crew. The division responsibilities include electrical maintenance of all City facilities, street and path lights, and traffic signals and the maintenance of all roads, sidewalks, paths, parking lots and traffic signs.

 

The Environmental Resources Division promotes conservation and pollution prevention, while ensuring regulatory compliance through fiscally stable planning and program implementation within the City’s four utility services, water, wastewater, stormwater and solid waste.

Greener Davis is the public outreach umbrella for the City’s Environmental Resources Division, along with other environmental programs in the Public Works Utilities & Operations Department.

The Urban Forestry Program provides management of all trees in parks, greenbelts, on City property and along streets. The program also performs a wide range of efforts for the City's urban forest, including maintenance, planting, pruning and planning (the review of tree modification permits, tree removal requests) and outreach to the community on the care and importance of trees, etc.

The City’s Urban Wildlife Program is responsible for wildlife and wildlife habitat conservation, planning and management.

Davis has many wonderful mature trees, densely vegetated greenbelts and natural open space areas. These areas are attractive to a wide variety of wildlife including common, rare and protected species. Having wildlife live so close to home provides a great opportunity to watch and enjoy them. However, urban wildlife can also create problems when they eat our fruits and vegetables or damage our homes or landscaping. The Integrated Pest Management (IPM) policy is intended to provide a basis for a pest management program that will protect public health, as well as water quality, and non-target plants and animals. The goal of the City’s IPM policy is to utilize the most environmentally sound approaches to pest management, and to reduce the volume and toxicity of chemical pest control treatments. This means that all pest and weed control activities by the City of Davis, including activities at public buildings and related facilities; grounds and open space; urban forestry; and other property owned or managed by the City of Davis and conducted by City staff and/or contractors must now follow the IPM policy.

In implementing this IPM policy, the City will give preference to reasonable non-pesticide alternatives, especially in popular and highly frequented areas, including parks and greenbelts. The IPM policy also reduces or eliminates pesticides that pose known significant human or animal health, or environmental risks based on the best available scientific information.

The Administration Division provides policy administration and management of the overall operation of the department. The Administration Division provides department leadership, support, information and expertise in the following areas:

The Facilities Management Division performs a wide range of maintenance, repair and rehabilitation of City-owned building assets to provide City staff and the public with safe, clean and functional facilities. Facilities Management maintains a comprehensive preventive maintenance, repair and replacement program for building assets with 84 buildings totaling 354,140 square feet, responds to and executes service requests received from City departments and community groups and participates in the programming of building renovations and rehabilitations.

Fleet Services manages and maintains the City’s centralized vehicle and equipment fleet, which is comprised of 275 diverse units and the City’s fuel facility, which provides 24/7 refueling capabilities. Fleet Services’ primary purpose is to provide efficient and cost-effective services to all City departments and to maximize the fleet’s availability in support of crucial City functions.
