The Davis Police Department issues concealed carry weapons (CCW) permits to Davis residents and applicable out of state applicants. This page contains multiple Department of Justice Bureau of Firearms (BOF) documents. Davis Resident Initial Application Process
The Davis Police Department shall issue a permit to carry a concealed weapon to a Davis resident who meet the following:
(a) Be deemed not to be a disqualified person as provided in Penal Code § 26202.
(b) Be deemed not to be prohibited by state or federal law from possessing, receiving, owning, or purchasing a firearm (Penal Code § 26185; Penal Code § 26195).
(c) Be a resident of the City of Davis (Penal Code § 26150; Penal Code § 26155).
1. Non-resident applicants may be eligible for a license if they are members of the California Rifle & Pistol Association, Inc., Gun Owners of America, Inc., the Second Amendment Foundation, or the Firearms Police Coalition and are not otherwise prohibited from possessing firearms under federal or California Law. Proof of membership is required.
(d) Be at least 21 years of age, and present clear evidence of identity and age as defined in Penal Code § 16400 (Penal Code § 26150; Penal Code § 26155).
(e) Fully complete the California Department of Justice (DOJ) application (Penal Code §26175).
(f) Submit fingerprints and a complete criminal background check (Penal Code § 26185).
(g) Pay all associated application fees (Penal Code § 26190).
(h) Be the recorded owner of the firearm, with the California DOJ, for which the license will be issued, as determined by the Davis Police Department (Penal Code § 26162).
(i) Be free from any psychological conditions that might make the applicant unsuitable for carrying a firearm (Penal Code § 26190).
(j) Complete required training described in Penal Code § 26165.

BOF 4012 is the CCW Application
If you live within a jurisdiction of a city police department, you may apply to the city police department or county sheriff’s office for a CCW license. However, only residents of a city may apply to a city’s police department for a CCW license.

The Department will contact the applicant within 1-2 weeks to begin the process, which includes fingerprinting.
Application Process
The application process for a license to carry a concealed weapon consists of two phases. Upon the successful completion of phase 1, the applicant will advance to phase 2 and continue the process until completed and the license is either issued or denied. APPROVED FIREARMS SAFETY COURSES FOR CCW PERMITS
A CCW applicant shall successfully complete a firearms safety and proficiency examination with a Department approved firearms safety and proficiency examiner using the weapon(s) that will be listed on the permit. The cost of training/examination shall be the responsibility of the applicant. The training course will be up to sixteen (16) hours and will minimally include firearms safety and the laws regarding the permissible use of a firearm.
The applicant is responsible for contacting one of the approved trainers/examiners and scheduling their own training. After the completion of the training/examination, and during phase 2 of the application process, the applicant will need to provide the Police Department their training certificate.

Davis Resident Renewal Process
Renewals are only permissible to individuals that have received their initial CCW permit from the City of Davis. If you have a CCW from a different area, then you would need to go through the initial CCW process.
Renewals must completed the following steps 90 days prior to the expiration of any valid license to carry a concealed weapon:
- Submitting a renewal application, starting on page 16, under penalty of perjury.
- If you wish to add a new weapon not list on the current license, then you will be required to provide the dealers record of sale for this firearm.
- Provide a passport photo if the department does not already have one.
- Taking an authorized training course of no less than 8 hours including firearms safety and the laws regarding the permissible use of a firearm. Please reference the instructors listed further down this page.
- Submitting any weapon to be considered for a license renewal to a Department Firearms Instructor for a full safety inspection.
- The renewal applicant shall also successfully complete a firearms safety and proficiency examination with the weapon to be license renewal, to be administered by a Department Firearms Instructor, including completion of all releases and other forms.
- Complete the renewal interview process.
- Payment of a non-refundable renewal application fee.

Non-Resident CCW Application Process
Effective January 1, 2026, pursuant to California Assembly Bill 1078 and amendments to Penal Code sections 26150 through 26235, individuals who do not reside in California (non-residents) may apply for a California license to carry a concealed weapon (CCW), provided they meet all statutory requirements.
Non-resident applicants are eligible to apply if they:
- Are at least 21 years of age;
- Are not prohibited from possessing, receiving, owning, or purchasing a firearm under federal or California law; and
- Comply with all applicable application, background check, and training requirements set forth in California law.
Required Attestation
As part of the application process, non-resident applicants must attest under oath that the jurisdiction in which they are applying is the primary location in California in which they intend to travel or spend time, as required by Penal Code sections 26150 and 26155.
This statutory framework replaces prior eligibility criteria established under preliminary court orders. Membership in any organization is not required to apply for a CCW license as a non-resident.
The following are commonly asked questions and next steps required to apply for a CCW license as a non-resident under current California law and Department of Justice guidance.
Application Forms
Non-resident applicants must complete:
- The Standard Initial and Renewal Application for License to Carry a Weapon Capable of Being Concealed (BOF 4012); and
- The Nonresident Standard Initial and Renewal Application Supplemental “Attestation” form (BOF 4013, Rev. 01/2026).
All applications must be complete and submitted in accordance with California Department of Justice requirements.
Identification Requirements
Applicants must provide valid government-issued identification from their state of residence (e.g., driver’s license or identification card) to verify identity, age, and residency.
Applicants must be at least 21 years of age.
Fingerprinting and Background Check
Applicants must comply with Penal Code section 26185 and California Code of Regulations, title 11, section 4420. Meaning, “fingerprints shall be captured and transmitted electronically by an authorized Live Scan operator.” (Cal. Code Regs., tit. 11, § 4420.) The applicant must complete a BCIA 8016, REQUEST FOR LIVE SCAN SERVICE form and take the completed form to a live scan operator in California to initiate the background check process.
- Fingerprints must be submitted via Live Scan in California
All applicants are subject to a Department of Justice background check to determine eligibility to possess, receive, own, or purchase a firearm.
Applicant Interview
Applicants are required to complete an interview pursuant to Penal Code section 26202, subdivision (b)(1). For non-resident applicants, this interview may be conducted either:
- In person; or
- Virtually, provided the applicant appears by both video and audio.
Training and Firearms Qualification
Applicants must complete a course of training that meets the criteria set forth in Penal Code section 26165, subdivision (a)(1)-(5) and subdivision (d). An online training course has been pre-approved by the Davis Police Department and is available on the California Online CCW website.
Applicant must complete a live-fire course as required by Penal Code section 26165, subdivision (a)(6) for each firearm for which the applicant seeks to have listed on their CCW license. The applicant shall inform the Davis Police Department of the live-fire course the applicant intends to complete, including a copy of the course of fire. The Davis Police Department will either approve the course or suggest an alternative acceptable course within 75 miles of the applicant’s residence.
Applicants must submit a copy of the firearm instructor’s certificate along with a signed letter indicating they passed the live-fire course for each firearm listed on their CCW permit. The letter shall be signed by the applicant and the instructor.
Applicants must identify each firearm (make, model, caliber, and serial number) in the application.
Determination of Eligibility
The Davis Police Department will evaluate all applications in accordance with Penal Code section 26202 and other applicable laws to determine whether the applicant is eligible and not a disqualified person under state or federal law.
All applications are processed in accordance with California law, including AB 1078 and applicable Department of Justice regulations and guidance. Submission of an application does not guarantee issuance of a license.
