Anderson Road - Chavez Elementary School Improvements

Anderson Rd - Chavez Elementary Parking Improvements

This capital improvement project builds upon the Anderson Road Visioning Process (ARVP); a planning and outreach process to establish a long term vision for the Anderson Road corridor between Russell Boulevard and Covell Boulevard.

In January 2021, the City and DJUSD partnered on a SACOG Regional Funding grant application for a first phase project focusing on safety and design improvements for the segment fronting Chavez Elementary school (approximately Amherst Drive to Villanova Dr). 

The project moves the existing student drop-off / pickup area for Cesar Chavez Elementary School from Anderson Road onto the school campus. Moving the school drop-off zone reduces the potential for conflicts between students and caregiver vehicles and the high volume of bicyclists, pedestrians, motor vehicles, and transit riders on Anderson Road, which will result in significant safety benefits and reduce traffic congestion in the vicinity.

Additional work in the right-of way includes new signals  with a pedestrian scramble phase and bicycle signals at the Rutgers / Anderson signalized intersection, new turn lanes to access the onsite drop off zone at Rutgers, class II buffered bicycle lanes between the curb and the parking on Anderson Road in front of the elementary school and an elevated bus island.

Timeline and Updates

July 2025: Consultant prepared 60% right-of-way striping plans in response to Transportation Commission, community and staff comments.

March 1, 2025: Project's preliminary 30% right-of-way striping plans will be taken to Transportation Commission for review and comment this spring.

February 8, 2022: City and DJUSD are partnering on final design, which will begin in Spring 2024.  

August 6, 2021: Nearby neighborhood residents have expressed concern about removing the Redwood Park toddler playground to replace Chavez ES faculty parking lost due to frontage improvements. The City has not and does not propose to remove the playground. See Recreation and Park Commission staff report in "Commissions and Staff Reports" below for more information.

March 26, 2021: 
SACOG announces award of full $3.09 million funding request.

January 15, 2021: City and DJUSD submit $3.09 million SACOG Maintenance and Modernization grant program application for the Phase 1: Anderson Rd - Chavez ES Improvements project.

October 27, 2020: City Council: City Council approved the staff recommendation supporting Design Concept #2 as the basic design framework for the SACOG grant application.

October 8, 2020: Bicycling, Transportation, and Street Safety Commission (BTSSC): The BTSSC unanimously supported Design Concept #2 for the purposes of submitting the SACOG grant application and recommended for all elements to adhere to minimum 2016 Street Design Standards.

September 24, 2020: Live Webinar Workshop #2: The City and consultants presented revised design concepts based on responses received from the electronic survey. Participants had the opportunity to ask questions and provide comments directly.  

September 16, 2020: Recreation and Park Commission. Staff sought feedback from the commission on the potential conversion to parking of a strip of Redwood Park turf adjacent to the Chavez ES south driveway to recover faculty and staff parking lost by moving the student drop-off / pickup zone from the street onto the campus frontage (see staff report in  "Commissions and Staff Reports" below for exhibits).

July 22, 2020 - August 7, 2020: Recorded Workshop. A recorded workshop was released to familiarize residents and stakeholders with the design options under consideration, followed by an electronic survey which closed on August 7,  2020.
