Staff Report: Credit Card Processing Project

New City Services Bill Due Date

You asked to see your last payment reflected on your bill. We heard you!

In order to implement this, we need to change the due date to the 28th of each month to allow sufficient time to record payments and penalties before the next month's bill is mailed.

The municipal code includes language that states bills become delinquent thirty days after presentation if not paid. The process worked well when finance billed city services bi-monthly, but does not work with monthly billing. a thirty-day time frame does not allow sufficient time to produce and mail the city services bill and reflect all payments received. Bill creation begins on the 26th of the month to allow for printing and mailing by the 1st. This creates confusion for the customers who pay from the 25th to the 30th, as their payment is not reflected on the statement they receive after the first of the month.

Effective September 1, 2019, the City Service Bill will be due the 28th of each month.

All payments must be received on or before the 28th to avoid a 10% penalty.

Fee for Credit Card, Debit Card and E-Check Payments

Effective September 1, 2023, there will be an increase on all debit and credit card processing fees for utility payments. This increase affects autopay accounts enrolled with credit and debit cards and all one-time online payments, including credit cards, debit cards and e-checks. This change is due to increase in processing fees by the vendor. 

 The new transaction fees are based on a tiered price structure:

 Payment Amount Transaction Fee
 $0.00 - $300.00 $2.75
 $300.01 - $500.00 $7.75
$500.01 - $1,000.00  $9.50 

 

Each transaction of one-time and recurring payments have a maximum allotted amount of $1,000.00 and fees are based on the payment method and transaction amount.

There is not a fee for payments made by check, cash, money order or autopay enrolled with your checking account. The City of Davis Finance Department does not accept payments over the phone.

If you prefer not to be charged the autopay debit/credit card transaction fee, you will have to switch your autopay to a checking account/ACH. Autopay changes can be done online or by completing the bank drafting form and return to Finance either by mail or email.
