The Willowgrove Project (formerly known as the Shriner's Property Project) is located on a 234-acre parcel located outside and adjacent to Davis’ northeastern city limits of the City of Davis. It is bounded on the west by the existing Wildhorse neighborhood and the Wildhorse Horse Ranch property, on the south by East Covell Boulevard, with existing residential beyond, and by undeveloped farmland to the north and east. Roughly the northern 20% of the project site is bisected by Channel A (a tributary to Willow Slough), which extends from the Wildhorse Golf Course.

The existing Yolo County General Plan and zoning designations for the property are Agricultural (AG) and Agricultural Intensive (A-N). The project proposes residential uses in a wide variety of products and densities, from high density attached product to traditional single-family homes. Proposed residential land uses would total 1,250 dwelling units, with an overall residential density of 11.9 dwelling units per acre. Additionally, the project includes a community park, transit station, eclectic retail/entertainment area, agricultural buffers, greenways, and a passive nature area (see conceptual rendering below).
