ABOUT VILLAGE FARMS DAVIS
A planning application for the Village Farms Davis development project was submitted to the City of Davis in April 2023, requesting a General Plan Amendment, Preliminary Planned Development/Rezone and Annexation to develop a new neighborhood on 390.5 acres along land that borders the City of Davis. This project will require a vote by residents under Measure J/R/D.

JANUARY 9, 2026 UPDATE
Final Environmental Impact Report Published
The Notice of Availability (NOA) and the Final Environmental Impact Report (FEIR) are available under the CEQA Documents and Information drop down box below.
A City Council Workshop on the Affordable Housing Plan for the project will be held on Tuesday, January 13, 2026. More information is provided in the meeting agenda, available on the Agendas page.
JANUARY 8, 2026 UPDATE
City Council Public Hearing to consider certification of the Final EIR and approval of the project entitlements - January 20, 2026
At the December 17, 2025 public hearing, the Planning Commission voted to move the Village Farms Davis project forward for the City Council's final review and consideration. The public hearing will be held on Tuesday, January 20, 2026. The City Council will consider certification of the Final EIR and approval of the requested entitlements: the General Plan Amendment including draft Baseline Project Features, the Pre-Zone/Preliminary Planned Development, and the draft Development Agreement.
In compliance with State law, the Final EIR will be available on Friday, January 9, 2026, including the publication of the Notice of Availability (NOA), thus providing the 10-day notification of the availability of the Final EIR to the responding agencies and to the public for the public hearing on January 20, 2026.

DECEMBER 3, 2025 UPDATE
Planning Commission Public Hearing continued to a Special Meeting on December 17, 2025 at 6:00 p.m.
The Planning Commission public hearing for the project was continued to a Special Meeting on December 17, 2025. As a special meeting, it will begin at 6:00 p.m. At that time, the Planning Commission will consider the requested General Plan Amendment including draft Baseline Project Features, the Pre-Zone/Preliminary Planned Development, and the draft Development Agreement. The Planning Commission will also consider the Partial Draft Response to Comments on the previously circulated Draft EIR (see November 21, 2025 update).
NOVEMBER 25, 2025 UPDATE
Planning Commission Public Hearing to be continued to a date certain--December 17, 2025
At the Planning Commission public hearing on December 2, 2025, Staff will recommend that the public hearing be continued to a date certain: Wednesday, December 17, 2025. Subsequent to the publication of the public hearing notice for the December 2, 2025 Planning Commission meeting, the applicant and the City agreed to continue the hearing for the Village Farms Davis project. The additional time is to allow for the final negotiations of the project’s draft development agreement to be completed such that the Planning Commission can take action before the draft is forwarded to the City Council for consideration.
Public comments at the December 2, 2025 hearing will be limited to comments regarding the recommended continuance only.
The agenda for the December 2, 2025 meeting will be published on November 25, 2025.
The City Council public hearing for the proposed Village Farms Davis project has been tentatively set for Tuesday, January 20, 2026. The required public hearing notice for the intent to certify the Final Environmental Impact Report and to adopt the ordinances for the General Plan Amendment/Baseline Project Features and the Development Agreement will be published at least 10 days prior to the City Council hearing, in compliance with State law.

Partial Draft Response to Comments
A partial draft response to comments on the previously circulated Draft Environmental Impact Report (DEIR) is provided at the link below. This document is a draft to provide the public and decision makers with an early preview of the partial responses to comments on the previously circulated DEIR for the project. This document is being released to the public prior to the Final Environmental Impact Report (FEIR) for the project and is not required by CEQA regulations but is being provided for maximum public transparency. Minor revisions to this draft document may be required to fully respond to public comment received on the partially recirculated DEIR during its 45-day comment period (November 17, 2025 through January 2, 2026).
