The City of Davis requests Statement of Qualifications (“SOQ”) on or before 2:00 p.m. Monday, October 5, 2026 from qualified firms interested in providing Design Build services described below for the following project:

FIFTH STREET ELEVATED WATER TANK, CIP ET8290

Design-Build firms or design-build teams that have been prequalified by the City in response to this Request for Qualifications (“RFQ”) will be eligible to submit proposals in response to the City’s subsequent Request for Proposals (“RFP”) for the Project.

Design Build firms/teams must be appropriately licensed and registered in the State of California for architectural, engineering, and construction services as needed to complete the Project.  

The primary objective of the Project is to provide the Owner with operational resiliency within their water system. The Owner desires an elevated tank system that can provide sufficient capacity and include a control strategy to account for downtime or drops in pressure due to

power outages or severe loss of communications. Installing a larger elevated tank volume will improve system operations by limiting pressure fluctuations, requiring less frequent operation/cycling of the wells, and providing a larger buffer for the system when UC Davis starts and stops taking water.  In addition to the elevated tank, the Owner would like to upsize six undersized distribution pipeline segments identified by Brown & Caldwell’s (B&C) 2023 Water System Optimization Plan which will improve hydraulic performance and address significant head loss and fire flow deficiencies. 

The preferred location for the proposed elevated tank is at the Owner’s Parks & Community Services Corp Yard at 1818 5th Street in Davis. This site was selected based on operational functionality, location on city-owned property, and visibility from I-80.The Project includes replacing functionality of the Owner’s existing elevated tank, which has reached the end of its useful life and does not meet current seismic design standards. The Project will include a new 0.5 MG elevated water tank; a control room, offices, restroom, and server room adjacent to the tank; a new electrical service with backup power; and upsizing existing distribution pipeline segments from 10” to 16” along with new connections to the tank.

Completed Statement Qualifications must be submitted in hardcopy no later than 2:00 p.m. Monday, October 5, 2026. SOQ submission documents will not be accepted after the due date and time. No supplemental data or additional project information will be accepted after due date and time unless specifically requested by the City of Davis. No electronic submittals will be accepted.

Design Build firms/teams must agree to comply with all City of Davis RFP and Contract Conditions for the project. 

The City of Davis reserves the right to reject any or all responses to this notice.

Each Consultant may be required to show evidence of its equal employment opportunity policy. The successful firm and their subconsultants will be required to follow the nondiscrimination requirements set forth in the Bidding Documents and to pay prevailing wages at the location of the work.

The City anticipates the general schedule/milestones below; however, this is not a schedule-based contract.  These dates are estimates and may change.

Submittal Information

Design Build firms/teams must attend a virtual pre-SOQ meeting at 9:00 a.m. on Tuesday, September 1, 2026 (RSVP by 12 p.m. on Monday, August 31, 2026) to be eligible to submit. 

Hardcopy Statement of Qualification submittals as defined in the RFQ must be received no later than 2:00 p.m. (local time) on October 5, 2026 at the offices of:
