Sewer Maintenance Procedures
[1] Call the City First (530) 757-5686
When sewer problems are experienced, the resident should first contact the city. We will check the main sewer and if there is an existing cleanout, we will also inspect it to determine if the stoppage is in the service line or the building side of the cleanout. We will clear the stoppage if it is in the service part of the system.
If Private Plumbing Contractor is obtained first
They are responsible and required to clear the stoppage from the building
sewer to the mainline sewer in the street easement. Note: City crews
will not respond to clear stoppages, after contractors have accepted
responsibility for clearing the owners stoppages.
[2] Property Owner's Responsibility
The owner of the property is responsible for keeping the sewer clear between the building and the service cleanout if there is one. If there is no cleanout or no location of cleanout, the owner is also responsible for clearing the service line to the sewer main. Locating the building sewer and its connection to the service sewer is also the owner's responsibility, although we will attempt to assist with available records and information. We suggest the owner employ a plumber to clear any stoppages in the building or sewer service line.
[3] Defective Service Line
If the plumber is unable to clear a stoppage due to a defect in the service line, we will repair it. If there is no cleanout to grade, the plumber must first expose the end of the service line at the easement or property line. The city will perform no work on private property except within a public utility easement.
[4] Double Wye Service (Duplex)
Where two properties are connected to a single service line by a double wye, the city will be responsible for maintenance of the shared service line.
[5] Limit of City Responsibility
The city's only responsibility for work on private property is for damage caused by wastewater backup due to stoppages in the sewer main, or in the case of a double wye installation, flow from the other property.
[6] Rear Easement Responsibility
The city does not have service line cleanouts in rear easements. The property owner is responsible for clearing building sewer to the sewer main.
